the Secretary

State regarding the Commodore's proposal the extension of the Naval Yard in Kowloon;

For the purpose of elucidating my remark; I enclose a copy of the plan which has been forwarded by the Commodore to the Admiralty, (marked No.1) and

a copy of the general plan of Kowloon (marked No.2) showing the neighbourhood affected by the Commodore's proposal.

On reference to plan No.1, it will be seen that it is proposed to extend the Naval Yard property at the expense of diverting McDonnell Road which forms the main line

of communication from Tsim Sha Tsui to Yuenlong and the villages beyond. The importance of this road cannot be over-rated

as it is the only one which is approximately level and is therefore the route for wheeled traffic.
